FOUND IT!

- The name of my Azure Function had dashes ('-') in it.

- CREATE USER "news-agg-dev" FROM EXTERNAL PROVIDER didn't actually work for some reason (even though it was successful)

- Had to DROP USER "news-agg-dev" then surround the Function name to '[]'

- CREATE USER [news-agg-dev] FROM EXTERNAL PROVIDER

- NOW the Azure Function app works when deployed! Wahoo!
