In another scenario , I noticed the same error when TDE was enabled at the source MI and we attempted to restore on the destination. To resolve this issue, add the source MI server to the destination Key Vault with get, list, wrap, and unwrap permissions. Similarly, add the destination server to the source Key Vault with the same permissions. This solution works perfectly.
