As far as "licensing model" is concerned, we tried to clarify this as much as we could - please see Upgrading your organization from current versions to Exchange Server SE and the FAQ in that post.
We do not have a comprehensive list of all Microsoft 365 licenses that can provide you with rights to run on-premises servers, but as mentioned in the post - E3/E5 do qualify. For other possible combinations (and what the most cost-effective way is to get the licenses, you'll need to discuss with your Microsoft rep / business desk.
