Second based on reactions in discussion, there is a lot of big customers which need to send even more legitimated messages as proposed. What about change approach on Microsoft side to distinguish a legit customers, which has hundreds/thousands of licensed users. From spammers with 1-2 users accounts without having Exchange/Sharepoint/Teams infrastructure implemented in office 365 ?
Customers which has like example Unified support, which is not a case for spammers, etc... whatever criteria you pick ....
Long story short distinguish spammers from legit customers based on behavior, and then targeting throttling for spammers please ?
