Going to join in here - as someone who previously worked as a MS support tech, and has been administering 365 tenants for 6+ years, this is the most frustrating change to any of the admin centers so far.
Stripping all the options from 'Another user..' access to mailboxes is just making life difficult for anyone who has to manage a business tenant.
Checking and modifying rules this way is an incredibly important part of securing a user account after it's been compromised, or troubleshooting mail flow issues when users unwittingly create rules that move emails; this happens more often than you'd think. Not only that, but we've lost the ability to schedule auto-reply dates along with many other useful tools relating to shared mailboxes.
Why are you actively making things more difficult for the people who are supporting your product?
Perhaps you should listen to the people who are forced to use these things every day and are affected by these decisions, and not just make sweeping changes to the tools we need to do our job effectively.
