I presented the the Outlook Room Finder a Exchange User Group in November 2022. The session was recorded.

Check the all the necessary geo information, e.g. combinations of country, city, geo coordinates, etc.
Do they match?
Moreover, check if your rooms have been assigned to the appropriate Room Lists.
Last but not least, modifications usually take a lot of time (24 hours or more). So be patient and may try in an M365 developer tenant first.
