I am seeing a discrepancy in the information provided and would appreciate some clarity.
I appears to me that either the formula is incorrect, or the value shown in the new report called "Tenant Outbound External Recipients count" within the Exchange Admin center is incorrect.
Formula:
I am not sure if Microsoft is going off of Total license in the portal or if it's just "Actively" used licenses. In our tenant we have 226 total email licenses, but active are only 218. For this example, I am going to base the formula off of just the active licenses.
Calculation:
- Actively Used Licenses
- 500 * (Purchased Email Licenses^0.7) + 9500 = (500 * (218^0.7)) + 9500 = 31,171.53
Given this, we theoretically can only send 31,171 emails per day.
Report:
Per this article, the new report in the Exchange admin center: EAC > Reports > Mail flow > Tenant Outbound External Recipients Rate should closely align or match the formula above. It does not.
Our value shows the following value: 80167
Summary:
There is clearly a mismatch here. Either the formula appears incorrect, or the report calculation is incorrect.
One observation: If you were to change the formula from "Purchased Email Licenses^0.7" to "Purchased Email Licenses*0.7" (changing to multiplication) it brings the values significantly closer. In our case, it would make previous 31,171.53 calculate out to 85,800.
