MicrosoftMarc4056 , We've met with somewhat similar issue. After CU14 and enforcing of WEP, all end users stopped being able to create public subfolders in Outlook.
They were getting "Cannot create the folder. You do not have sufficient permission to perform this operation.." while permissions were in place. So far MS did not provide any helpful info on the issue. Workaround that worked for us was to disable WEP for Rpc directory for all PF servers hosting PF mailboxes that have Exchange 2019 CU14 installed and waiting 10-15 min for problematic SSL/WEP falgs to disappear from RPC virtual directory:
