Admin to deploy cert for multiple users: you need to deploy the public code-signing certificate for the trusted publisher to your users first. With GPO,
Go Computer Configuration\Policies\Windows Settings\Security Settings\Public Key Policies, right-clickTrusted Publishers, and then chooseImport.
Run theCertificate Import Wizardand import the appropriate certificate file to the Trusted Publishers certificate store.
End users: the unblock file will only need to be checked once, and then the user need to add the trusted publisher into Office. Then next time, all files from the same trusted publisher will NOT be blocked by MOTW anymore. you can refer to the article: A potentially dangerous macro has been blocked (microsoft.com), the last solution:
