For me, Tech Community is just a blog. I never use its forums. Both in the roles of a blog and a forum, it could use massive improvements. I have long ceased to try to engage with my peers in a Microsoft-hosted forum, because respondents start by emphasizing that they are not my peers: "Hello, I'm [Name] [Surname], Microsoft MVP; 32 years in IT, last managed 4,000 computers across 400 locations." I'm not that old and never worked in a company with 400 locations. I could have easily ignored the fact that the said person is not my peer if the quality of our discussion on the matter at hand was good.
