You and other 102,000 Microsoft employees still (for 20+ years) cannot get one simple thing: large enterprises cannot move fast. They are not agile. And they are not Microsoft where you can deploy new release next day. In large enterprises where Applications created by people who barely understand how Windows work upgrade Windows to new version is scariest thing in the world! It can take several years just to upgrade one version to another. For this very reason even 30 month support for fall versions like 1709 and 1809 sometimes not enough to complete upgrade in time! You need to stop living in fairy tale and start living in real world where business applications are written so badly that any small change could bring business down!
So the problem is not only Cortana and App Store that could be disabled. Problem is allowed time for upgrade, and business disturbance. If you can give business Windows 10 that does not need to be upgraded for up to 10 years this could be most welcoming thing for large enterprises especially those whose primary business is not IT! If you have a large bank (and I recently worked for one) then it may still running on 1709 and there is no light at the end of the tunnel! In fact upgrade from Windows 7 is not completed yet and still far, far away from completion! No wonder Microsoft extended Windows 7 support till 2023 - you should know this!
So just wanted to tell you that you simply live in paradise! But there is a different world out there. Maybe you should open your door from paradise, step down to this world full of sins and have a closer look how other companies are doing? Think about this. Enterprises are struggling with Windows upgrades and this is not even funny!
P.S. I recently switched to small company and we can do any migration or upgrade in just 2-3 weeks now! Easy-cheesy and no problem! In large enterprise same thing takes 3-5 years! Keep this in mind!
