Access freezes when I copy a record

    I also did that and saw the problem remained

Did a hardware refresh for a user that took them from Win 10 to Win 11 and they began having this issue. Turning off Suggested Actions in Clipboard Setting has allowed copy/paste from Access to Excel to work as-expected once more.
