I ended up fixing this issue by contacting Microsoft Support and after multiple screen share sessions with multiple technicians it ended up being an issue on Microsofts end, Admin permissions were not being correctly applied to the Admin user. They fixed it on their end and it has been fine since.

Could you please share the ticket number or the fix they applied for so that for those whom are also are facing this issue could address it quickly?
It takes weeks, if not a month for them to zero in on the case and realize what the fix is and this would be EXTREMELY helpful.
Thank you!

However, there are other oddities going on as I mentioned below, as now, the other Global Admin in my organization and I can no longer do anything to create Mail Flow Rules. The Add button is gone. I can edit an existing rule, but there is nothing there to create new rules. Don't understand any of this for a person who is a Global Admin. Somewhere, Microsoft is messing up Role Assignments and Rights
- JonathanT515Oct 29, 2024Copper ContributorHello,
What worked for me was adding the users (even global admins) to the exchange role "Recipient Management". Then I waited 1 hour and it worked.
Hope this can help you!- Systemix_SolutionsOct 29, 2024Copper Contributor
Thanks JonathanT515! This tracks and seems to confirm what we were told by MS Support as well:
- Navigate to the Exchange Admin Center > Roles > Admin roles > under Recipient Management and View-only organization management and add the affected admin account or the Exchange service admin group in there.
- Also add the Organization Management in the Recipient Management role and click on save.
Hope this helps as well!
