Hello,
We have a similar issue and we were able to resolve this by following the procedure "YouBreakItIFixIt803" provided. Unfortunately, in larger tenants this is a difficult workaround as every user that wants to share a document with the user needs to remove the account from their site (OneDrive). Do we know what the root cause of this issue is?
In our case the user who was experiencing the issue left the company and rejoined a couple of months later. Maybe this is part of the cause.
