Application Consent when all are blocked?

I guess you need to classify your applications like birth right application as an example when user joins he will get access without admin approval maybe Box,sharepoint etc and then job right application where you have to push for admin approval as they are related to specific job related

I actually though if there could be some log/trace available to see what kind applications users has tried, and then when finding a try from a correct user, take the details and do the app registration as an administrator.
I would like to avoid steps like, remove the blockers, ask user to do it again, approve the registration, and then return the blockers.
