Did you changed the Virtual Directory to the new server.

Thanks your update.
Yes all virtual directory set to webmail.domain.com and autodiscover.domain.com
both DNS record in internal DNS is exchange 2019 DAG ip address.
Since now having issue, webmail.domain.com DNS record fall back to exchange 2013 ip address.
