In the meantime i've found that the account i wa strying to use is disabled due to inactivity (half a year in my case) and there is no way to recover it. Unfortunately, the domain stays in MS database and cant' be used again, so creating another one is the only option.
There were no reminder emails from microsoft before account blocking :(
I can't find official info about account inactivity period...

I am sorry to hear that you had your account deactivated. Usually, an account will be deactivated after 2 year of inactivity according to this Microsoft Policy called Microsoft Account Activity which is permitted under the Microsoft Services Agreement (MSA). You can learn more about it here: Microsoft account activity policy - Microsoft Support. This adheres to all accounts.
