The silver / gold designations were discontinued in October 2022. There are no silver / gold thresholds any longer. Former silver / gold Learning Option partners are able to renew their legacy benefits without meeting the performance metrics as long as they have not let their old benefits lapse. I highly recommend you continue to renew as long as you find the legacy benefits valuable to your organization's needs.
To be in the Training Services Partner ecosystem (meaning to advertise that you deliver official Microsoft training) an organization needs to do the following:
- Be a registered Microsoft partner (meaning you have been validated and have an Org / location ID w/ Microsoft)
- Purchase a Learning Action Pack - only if you do not already have legacy silver / gold benefits. Consider this requirement as for those net-new to the ecosystem.
- Use official Microsoft Courseware - content is now available on Microsoft Learn. There is more information on how you access and properly track content here. These tracking tools "achievement codes" are required to be distributed to every learner who completes the MSFT course.
- Courseware needs to be delivered by MCTs - individual must have a certification in the topic they are teaching.
- Register for and deliver Metrics that Matter (MTM) post-training survey codes - every learner must receive a survey link at the completion of every MSFT course.
The new program requirements consisting of benchmarks for course completions, MCP vouchers, and surveys apply if you're looking to achieve a solutions area badge in one or more solutions areas. Organizations who meet these benchmarks are eligible for additional benefits including new licensing benefits and badging.
You do not need to operate a test center to be a Training Serivces Partner.

DanDonohue - As a CSP, we already have the MS Action Pack - does it qualify for being a Training Services Partner? At one time, it was purchase "an Action Pack" and we selected based on our need to support all of our services. The partner site does not allow you to purchase both (which would be highly redundant and not needed, when you compare content).

Yes, due to the fact that you can only have one Action Pack at a time (Microsoft or Learning) we can make an exception for this. I will DM you.

We are a training organization, and we require licenses for numerous learners. Is it possible for us to become a reseller and procure these products directly, rather than sourcing them from an external organization?

Rather than preparing licenses for your trainings, many of the ALH providers we use for labs can also offer more customized solutions. It may be worth looking into to see if you can create those simulated environments for trainings, rather than purchase new licenses each time.
That being said, I can see the value-add of selling your students a license during trainings. Just an idea for you.
