I apologize for the extended delay in getting back to you. I spoke with the product team to get an answer for you, this is what they said.
The join on time metric for both the leader reports and individual meeting habits uses the same definition - percentage of Teams meetings joined on time or within five minutes, with no major differences in methodology that would result in group results that are significantly different from the average of individual results. In a group of 60, could it be possible that sampling missed some individuals who are significantly affecting the average?
