Legal Hold Best Practice

Can anyone help with writing a Legal Hold policy from scratch? I am helping a company in Switzerland (that have global sites) to re-write their Legal Hold Policy. Moving from "On Prem" to "O365" with a hybrid version during transition. Does anyone need similar help? I can share my experience so far. ! month working on "As Is" model and process used.

    Our "policy" is to put every departing employee's mailbox on Hold and any holds for active employees based on requests from our HR and/or Legal department.

    That "policy" has been working for us pretty well going on 4 years (since we moved to O365).
