michael_baldwinYou may be able to reset the permissions by removing and readding the license.

 

The solution is:

  1.  Sign in to the Entra Admin Center
  2. In the Users section, click on the name of the User
  3. Under Manage, click on Licenses
  4. Note the license and the "Enabled Services".  The license needs to be one that includes Teams.  If the Enabled Services are not 100% enabled, click on the name of the Product.
  5. Scroll down the list of Plans to Microsoft Teams.  Make sure it is set to On and click Save.
