Hi Colin2137 

 

My understanding is that there is no "transfer" in the NCE.  Partner B can purchase the necessary licenses, but you should refer the NCE Handbook regarding the existing licenses for Partner A to find the allowable changes that can be made to a license after purchase: 

 

Otherwise, if this is due to a company merger, you should submit a support ticket.
