The Benefits Guide is the source of truth for benefits within the Microsoft AI Cloud Partner Program. The Benefits Guide published on August 6, 2024 states which benefits will be added to existing active offers. I've attached the guide to the bottom of the post.

This guide is from January 2025 (also stated in the file name). The August 2024 and December 2024 guides do not have the new 2025 SKUs.
If the new SKUS were announced in Aug 2024, then they should either have been included in Dec 2024 renewal, or we would have waited a month if the Effective date of 22 Jan 2025 was announced way back in Aug 2024.
Microsoft has an opportunity to do right by its loyal partners, and remove the artificial disparity in the benefit program.

Hi Jill,
These new items were announced in January 2025, and the document you provided is the January 2025 version, as the attached filename indicates.
The December 2024 version of the guide does not have the new items (please see screenshot below), nor does the August 2024 guide (please see screenshot below).Also, if the new items were inclusive as of August 2024, then they should have been included in our December 2024 renewal. Also, in the December guide (or prior), had there been any indication that new items are effective January 22, we (and many other partners) would have waited to purchase.
The January 2025 guide specifies a top-off because they are a new addition in 2025. We are kindly requesting that all 6 items be topped out, not just 2 items, out of simple fairness. We, having bought in December 2024, are paying for 11 months of a lesser benefit than a partner buying in January 2025 for the same program.

Yes, Microsoft should provide us, who renewed a month early, the same benefits.

We are very appreciative of the addition of these new benefits, but we seem to be caught in a time trap regarding the retirement of the MAP and the new Partner Launch Benefit plan. Our renewal date was in December 2024. Because MAP was being discontinued, we chose a Partner Success benefit. Shortly thereafter, the addition of new products was announced in early January, with a top-off date of January 22 for these additional items.
Since January 22, partner center shows only two new items were topped off - Entra ID P2 and Defender for Endpoint P2. Items such as Power Apps Premium and Power Automate Premium were not added.
For those of us who went along with the change to the Partner Launch Benefit plan as recommended by MS in December, we do not have 4 of 6 new items for the rest of 2025. However, for anyone who bought the new program on January 22, 2025, or later, the new items are available. In effect, this creates a price disparity/value for 11 months for the loyal early adopters.
We have tried to resolve this through a ticket, Case 2501280040008178 , but the support person did not have a path to resolution other than us canceling the current plan and buying it again, effectively paying twice, for the same Dec to Dec subscription period.
Can Microsoft top-off all the new additions to the respective new partner plans, even if they were bought before the announcement date? It has been done for two out of the six products mentioned above.

We also have the problem of having missing licenses:
Windows Server Standard – Per core (2025)Windows Server Datacenter – Per core (2025)
Windows Server CALs (2025)
Windows Server Remote Desktop Services (RDS) CALs (2025)
and SQL Server is still sql server 2019 where it says online, that it should be version sql server 2022 instead.
I do understand that it takes some time to change/update the license versions, but we as a partner cannot sell things to customers we cannot use/test/install ourselves beforehand.
It would help a lot to have information about upcoming changes and timeline.
Maybe someone has a clue on if/when this will going to happen.

Which benefit package did you purchase?
And are you looking at the right place in Partner Center? These are Software benefits and thus not listed under Cloud Services, nut under Software.

Dear Martijn,
we went from Solutions Partner Legacy Gold to Solutions Partner Business Applications on january 8th.
A lot of Business Applications product benefits are missing, mostly those marked as NEW 2025 in the pdf.
like e.g. :
Power Apps Premium 25 Users
Power Automate Premium 25 Users
Power Automate Process 5 Bots
Windows Server Standard – Per core (2025) 100 Licenses
Windows Server Datacenter – Per core (2025) 32 Licenses
Windows Server CALs (2025) 100 Licenses
Windows Server Remote Desktop Services (RDS) CALs (2025) 100 Licenses
Windows 11 IoT Enterprise LTSC 20 Licenses
Windows Storage Server Workgroup (2016) 2 Licenses
I never guessed that renewing early would end up with having old licenses, it was never stated anywhere and in the last decade or so that I manage the partnership renewal, such things never happened.

Hello Jill,
now I received a message from the Microsoft partner support team that they have general issues with four of the new benefit SKU in Europe and are working on a solution.
This affects Teams Enterprise, Microsoft 365 E5, Microsoft 365 Business Premium and Microsoft 365 E3.They expect to solve this by "early next week".
Why didn't you publish (or removed?) my former post on this matter?
This affects all partners in Europe.

Hello Jill,
we renewed our Microsoft partnership last week (normal annual renew procedure, I thought).
Now I have deactivated "old" licenses for Office 365, Teams and so on
AND we struggle with 3 different support teams from Microsoft since days to get the new benefits and their keys working in our production tenant.
Today we have been told, there has been a mistake for the german partners who just need new keys, these keys from partner center are not valid in Germany.
Teams already stopped working, I cannot onboard a new colleague and so on.
I've been told that this can take some days(!!!). We urgently need a solution here.

Which new benefits are you looking for specifically? Are you not seeing them in there yet? They should be in there this week. Please identify which ones you are looking for and if they are indeed still missing so I can relay that to the team ASAP.

A lot are missing.
The only new ones added were Copilot 365, Defender For Endpoint P2 and Entra ID P2.
I don't see:
Cloud:Dynamics 365 Finance Premium
Dynamics 365 Contact Center
Dynamics 365 Partner Sandbox – Contact Center
Teams Premium
Teams Enterprise
Teams Rooms Pro
Power Apps Premium
Power Automate Premium
Power Automate Process
Software is also missing:
