I think I've solved the issue by moving the Resource Group from the MCPP Subscription to the Microsoft Partner Network subscription. The trick was to dissociate the public IP from the VM beforehand. I found it was possible to re-associate the public IP after the move (so the IP address remained the same as before and any DNS entries continued to work).
