License question - Power Automate in M365 E5 license

Hi anyone,

we have a M365 E5 license so i thought that we have Power Automate included.

It works for most of things - but today i wanted to add a gateway to my flow - and it says i need a premium license. 

On this page it says Power Automate included

So do i need to buy a per user license to have the gateway feature?
