Mark Forms complete or in-review using Flow

The best way I can think of is to use a SharePoint list to store those information.
You can create a Flow to create a new item in SharePoint list when a new response is submitted in Forms. So you can update status in SharePoint list and use Flow to send notification when an item is created or modified.
