Does E1 & E3 license allow users to create or use copilot agents?
Most of our users have E1 or E3 licenses and they can use SharePoint, but there can not create Copilot agents, so can they get it? or we need to upgrade their licenses ?

Creating Copilot Agents: Users need a Copilot Studio license to create agents. This can be a free Copilot Studio user license for authoring agents
Using Copilot Agents: Users need a Microsoft 365 Copilot license to use the agents. This license allows them to interact with agents created in Copilot Studio
So, if you want to enable specific users to create agents, you can assign them the Copilot Studio user license. However, for other users to use these agents, they will need the Microsoft 365 Copilot license. Unfortunately, users with only an E3 license won't be able to use Copilot agents without the additional Copilot license

Here all info arroud the lincese License options for Microsoft 365 Copilot | Microsoft LearnOk thanks for the very useful reply. but i am a bit new to Copilot and most of the clients ask to have Copilot on their SharePoint sites,, but they do not get the Copilot icon , i think since they do not have the needed license. but does Microsoft differ between creating Copilot agents and using them? or both need the same license? i mean can we grant specific users the license to create agents while allow users with E3 only license to use those Copilot agents? or this is not a supported scenario?

Honestly, I am 95% certain of this but would like to have someone else to also verify. :)
Your E1 and E3 licenses users are able to access and work with Agents. However, to be able to create an agent, you will need to have the Copilot Studio license within your tenant. You also need to have the "pay-as-you-go" plan because you will be paying for the consumption in the tenant, instead of each users Copilot license.
