Enabling a custom teams app to work in only in private chat

Hi, I have a use case where I created a custom teams application to give some feedback to the employees based on their performance. The user types in a command using @ and it opens up the bot.  I want to enable this application to run only in private one on one chat with the employees. I tried to change the scope in manifest file to "personal" for achieving this, but I believe it makes the application for the personal use only. How can I make it available in private chats only?
