Windows 10 1903 ignores driver rollback
After update to Windows 1903, driver rollback don't prevent from driver auto updating(actually downgrading for me) and Windows updating again same driver after each rollback, and i had to disable driver update in "Local group policy"(but this solution not available for Windows Home Edition).

try disconnecting your Internet, restart your computer, remove the driver or roll it back, restart again, install your own correct driver, restart, then connect to Internet.
