Found a solution for this exact problem. You have to manually uninstall the mail app then reinstall it through the windows store. I tried to reset the mail app but that didn't work.
How to uninstall the Mail app on Windows 10
- Right-click start button and select Windows PowerShell,
- right-click and select Run as administrator.
- Copy & Paste: 'Get-AppxPackage Microsoft.windowscommunicationsapps | Remove-AppxPackage'
How to reinstall the Mail app on Windows 10
- Open Windows Store and search for Mail and Calendar and click install.
I learned this trick from this video:

I first added the "hotmail" account without any problems. But when I tried to add the gmail, there was error 0x80070490. I followed the online steps to solve it, and it was solved: the gmail account was added. However, the problem sending e-mails away persisted.
