Since you are not connected to the internet and from the log files, it might get update from the BIOS/UEFI. I advise you to check the BIOS/UEFI time settings.

Yes, I also think that Windows reads the CMOS clock from time to time and if the difference exceeds 1 minute, it updates the Windows clock. But the question is: how can this be avoided?

- Your issue is a bit rare , because majority of Windows users are connected to internet and receive update from the Microsoft server.
Since this is an issue with the hardware, it is good idea to check with your device's manufacturer support. You may also check if there is any update for motherboard like firmware or BIOS update.Reza_AmeriI'm seeing this problem on different PCs with different motherboards. So I think the problem is in Windows.
This problem is rare indeed, as I don't think many programs intercept the WM_TIMECHANGE message sent by Windows when the time changes.
I can't find any help for this problem. Are there any paid tickets available from Microsoft to solve such problems? Who can send me a link for this?- There are two approach you may follow:
1) In case you have access to PC running Windows 10 or Windows 11 and with internet access, you may open start and search for feedback and open the Feedback Hub app and report this issue and you may attach log files or any relevant information.
2) Since you are a developer and if you are using .NET or Visual Studio, you may report this issue to the .NET or Visual Studio team. Have a look at:
