Windows 365 architecture question(s)

I have a couple of questions on where Windows 365 cloud PC resources (OS disk, user profiles, etc.) are stored.

As I understand it the architecture of Windows 365 Government spans across a US Gov Community Cloud (GCC) and a public facing cloud.

1. Am I correct in assuming that the public cloud mentioned above is Azure Commercial?
2. Where are user profiles stored? I've seen that they are stored on the local C drive on several Microsoft partner sites but can't find anything official on any Microsoft site.
