Is Azure Communication Services the easy (without developement) solution to configure a "sound channel" in a meeting, in wich members or guest could listen and see the original meeting and also listen to the translation channel ?

Could you elaborate a bit about what do you mean by meeting? Are you referring to Teams meeting or simple a generic call between participants?

In Teams it is not possible to do this, I mean translate in a sound Channel. If I use ACS + a web page with video meeting, could I add this translation channel ?

  This will be possible through Azure Communication Services through the use of raw media. Our calling SDK exposes raw media that you can use to enable this type of capability. https://docs.microsoft.com/en-us/azure/communication-services/quickstarts/voice-video-calling/get-started-raw-media-access
