I have a GitHub CodeQL workflow for my Java projects. It has a step "actions/setup-java@v1". Will I be notified if this step is outdated and there's a newer version available?

No, you will need to use the V2 version of the Actions located to ensure you are up to date. Follow the migration guide to use the new V2 version https://github.com/actions/setup-java/blob/main/docs/switching-to-v2.md
