Thank you for your answer. How about second question? My understanding is that Hotpatching requires Azure Arc. Are there any other new features that cannot be used without Azure Arc?

Yes, so Hotpatching will expand to all editions (beyond just Azure Edition that it's available in today). The new Pay-as-you-go (PayGo), which is a new way to purchase Windows Server as a subscription, which will also require Arc (as it's billed through Azure commerce). Stay tuned for more... Thanks!
