The team directed me to this link as it has the latest information available:

They also stated:
Starting April 2025, new customers will only be able to purchase BC on-premises through subscription licenses, not perpetual licenses. For more details, refer to the announcement: https://aka.ms/DPLmodel
However, customers purchasing through a CSP license can still deploy on-premises if they have specific conditions or reasons for it.
Regarding China, there are currently no plans for BC online.
