Microsoft 365 Now Can Buy Mix Plan Over 300 Lic ?

I've heard the news that I can't Mix Plan Business that exceeds 300 is it true or not? Currently, I have a customer who buys a Mix Plan Business that exceeds 300, can I still back it up or not...

I agree that the documentation is a bit confusing, so I've escalated the context of the NCE Handbook to a) confirm if they're referencing users/subscriptions vs licenses; and b) if the maximum of 300 is for each business plan or cumulative since pg.62 of the NCE Handbook says:
