Edge's PDF Viewer Does Not Support Direct (Deep) Linking to Bookmarks

Chrome's PDF viewer supports direct linking to bookmarks using the following format, which is supported by Adobe:

https://www.mydomain.com/files/pdfdocument.pdf#Bookmark  

Edge's PDF viewer does not appear to support this, but does support direct links to pages.

https://www.mydomain.com/files/pdfdocument.pdf#page=3  

If the bookmark feature is missing, how do I best request that is added on behalf of my customer (a large Enterprise)? If the feature is supposed to work, how do I report a defect (bug)?
