Action Pack or Learning Action Pack

For vouchers, you can register for and access the Pearson Partner Store. We have additional information regarding the registration process on our Learning Resouces site.
For training materials, our courseware is Microsoft Learn. You would use the same URLs that you can access on that site, but with tags that would attribute completion to your organization (for performance tracking). Trainer materials (such as presentation decks) are gated and only available to Microsoft Certified Trainers (MCTs) who are required to deliver any official MSFT training.
The Learning Action Pack is a variation of the Microsoft Action Pack. It was previously the first step to entering the TSP ecosystem. However, it is no longer a requirement. Your organization can elect to enroll in either, but only one at a time. The new benefits packages, are stackable meaning 1 of each at any given time.

Both the Microsoft Action Pack (MAPs) and Learning Action Pack (LAPs) are slightly different versions of a purchasable (not performance based) set of partner licensing benefits. Neither are tied to the accessibility of courseware for training purposes. I also want to note that both MAPs and LAPs will no longer be available after January 22. Instead, we have a new set of partner benefits packages available: https://partner.microsoft.com/partnership/compare-programs. You can check out each of those and see what is best aligned to your needs.
For training delivery, you can onboard your organization via this link: https://aka.ms/TSPOnboard. When you complete that form, you'll receive information on operating within the Training Services Partner program including accessing courseware, labs, and discounted certification vouchers which you described above. Training materials are available on the https://learn.microsoft.com/ site.

Thank you so much for your response.
We've looked at requirements to become a Training Services Partner, and we are not yet ready, so I think we need to start small.
My apologies, I should have been clearer. We already use training materials from Logical Operations. Their course material on Power BI prepares for PL-300 exams.
Firstly, I am exploring if we can buy certification vouchers (even without a discount) just to provide extra service to those who want to take an exam (a lot of our students are not interested in exams and just want to know how to use Power BI for their work).
Secondly, if we are to move to use Microsoft Materials to train Power BI, then surely we will need to at least see those materials (I understand we cannot use them for training purposes until we become a Training Partner), so what can we do to see that?
Thirdly, I know what Action Pack provides as we used to sign up for it. What exactly Learning Action Pack provides? What would be benefits of using it versus a standard Action Pack?
