How is 'join on time' calculated?

From the blurb:
Join on time rate = Join on time rate measures the percentage of Teams meetings where the person joined early or within five minutes of the meeting’s scheduled start time.

 

Can anyone explain exactly how 'join on time rate' is calculated in Viva Insights? Our current team of ~60 people is reported to be just 43% !! However, when we asked people for their individual numbers they were typically around the 85-95% region. So why is the teams 'join on time rate' so low?

 

I'd like to know the calculations and rules that are applied to make sense of this.

    I apologize for the extended delay in getting back to you. I spoke with the product team to get an answer for you, this is what they said.

     

    The join on time metric for both the leader reports and individual meeting habits uses the same definition - percentage of Teams meetings joined on time or within five minutes, with no major differences in methodology that would result in group results that are significantly different from the average of individual results. In a group of 60, could it be possible that sampling missed some individuals who are significantly affecting the average?
