Group owner cannot manage distribution list membership

DLs are managed via Exchange, whereas the My Account/My Groups page is built on top of the Azure AD methods, thus you cannot manage DLs therein. You can use OWA > Settings > General > Distribution Groups, or the direct link: https://admin.exchange.microsoft.com/?page=groups#/
