Teams Meeting - transcription doesn't work

From the Teams 365 Dashboard, Meetings > Meeting Policies > Recording & Transcription. I changed the Copilot setting. The Default is "On with saved transcript required". With this setting, if your transcript fails to upload there will be no Recap from Copilot. "Transcript Required" literally means that if there isn't a transcript you get nothing.
I changed the setting to just "On", globally. My hope is that this fixes the copilot recap feature. Still working on why the transcript are failing.
