i was able to solve this on a shared mailbox today. I had been giving outlook permissions on just the calendar, but really you have to get owner on the whole mailbox.
I had previously added teams license to the shared mailbox and activated the user account. I am not sure if that is necessary as it didnt work till i actually made owner.
1.) Give the user delegate rights on the mailbox. This will make it show up in their outlook.
2.) Go to the users outlook. Find the mailbox in the left hand side
3.) right click on the mailbox and go to "data file properties".
4.) go to permissions, make the user an owner. of the calendar
this should now work. They should be able to edit the options now.edit: i should say that these "outlook permissions" are completely seperate from delegate access in exchange. Many people do not realize there are two sets of permissions. THe ones you manipulate inside outlook, and the ones you do at the exchange level. Yes that sucks a lot.
