Try this. Fire-up a new meeting in Teams. Go to the VIEW button on the top panel. Go to SELECT MAX GALLERY SIZE in the dropdown menu. Some of the available entries might have a warning icon next to them. Make sure you've selected an option without that warning icon. Teams remembers from one meeting to the next. Whatever you select here should continue for future meetings. HTH.

Yea I already have this set to 16 people. But, no matter what the setting, I still get that pop up message and only see 8 or 9 video streams at a time. All members have active cameras, but as another member speaks... their camera stream appears and another goes away to take its place.
At this point I even cleared my cache and reinstalled Teams and have not seen a change. What's interesting is, on my old Dell laptop that has nowhere near the power my Desktop has... all videos stream without issue or warning message.
