Renaming a site is not renamed completely
When our site owners rename a site, the display name of the site is changed as expected.
Here I have created a new site named "SharePoint":
I enter the new site, and rename it to "SharePoint rules":
The site's display name is changed, as expected:
But going back to Active sites in the SharePoint Admin Center, only the Name under Basic Info has been changed. The Site name under Site Info has not been updated, and is still the old name:
This affects for example the list of sites on the Startpage, where the old name shows:
Is this a bug or by design?

As previously stated, only the SharePoint Admin can update the URL, but there may be some things that do not fully convert to the change or impacted by the URL change. If it's a newly built site, then the impact is somewhat reduced. The URL or address of the site was never changed, only the site title.
I see now however that the Site name under Site Info has indeed been updated. This is clearly being updated on a scheduled basis during the next few hours:
The updated site title is also being displayed with the new title on the Startpage:
So it looks like it's working OK. :-)
Aside: The reason why I stumbled into this is because a user in our organisation complained about this. The user changed the display title on the Site information, but several days later it still showed the old site title in the Admin Center as well as on the Startpage.
Any thoughts on this?

a site owner can't change the url in SharePoint UI, only the site title, description, logo and site informations. Only a SharePont Admin can change the url over the SharePoint Admin Center.
