[FIXED] Can't Restart or Shut down my PC- Windows 10 insider build 18999 Fast Ring

I too had the same problem. This is how I solved it (in my case): I changed the virtual memory setting to "NO PAGING FILE". Then Restarted. I had to force Shutdown again, but after rebooting, Shutdown / Restart behaved normally. I then restored the paging file in virtual memory, and the problem has not recurred. I suspect that there is an incompatibility in 18999 with paging files created by another build.
