Having the same issue with the update from November and December on a server 2019 machine. Unsure why at this point and how to properly resolve.

Reverting it to a working state via a recovery command prompt brings your Windows back to life.
DISM /Image:c:\ /Cleanup-Image /RevertPendingActions
