I have also encountered such problem in 2023, hope someone who have solve the issue could share the idea, all best.
Hi, do you mean that you are using PPTP/L2TP VPN protocols?

I am now using Surfshark VPN, while in desktop version it only support WireGuard and OpenVPN (TCP/UDP).

If you are having issues getting Windows Sandbox to connect to the Internet via Surfshark, try adding the exe file to Surfshark.
Go to Settings - VPN Settings - Bypasser - Bypass VPN and Add Apps.
When a file browser window opens just enter:
%windir%\system32\WindowsSandbox.exe
in the File Name box and click Open. This will add the Windows Sandbox into the VPN's bypass filter and allow the Sandbox to browse the Internet.
I have just done this myself.

Ignore me. This hasn't worked. Looking in to why.
Edit:
Not sure why, but its working again. Try it.

Oh then that's another issue and most likely with your VPN not Windows.
The post is really old and i don't use insecure PPTP/L2TP protocols anymore.
Windows Sandbox, Hyper-V VM, Microsoft Defender Application Guard and WSA (Android apps) all have Internet connectivity now whether I'm connected directly to the Internet or using VPN (Mullvad, OpenVPN and WireGuard).
Mullvad app is one that is built good, I can't say the same about other VPN apps. I've tried Windscribe, NordVPN and a bunch of others, not good at all.
Also, these 3rd party VPN apps have settings that might interfere with Windows like kill switch and some other fancy features.
Cloudflare WARP which is free is also one that is built very well and is trusted.
