I changed browsers since. The issue is my current browser even after cleaning temp files.

What browser did you used when the problem started?- I was using Google Chrome, Version 102.0.5005.49 (Official Build) beta (64-bit)
Since I was trying to download from a Microsoft site I used - Microsoft Edge
Version 101.0.1210.47 (Official build) (64-bit)- Thank you for the clarification and glad the problem have been fixed.
