In part, it says, "Recently, we finalized changes to help make sure that customers who had IMAP accounts can use the new Outlook for Windows. In addition, we are currently rolling out support for POP accounts and anticipate being done with that rollout in the coming weeks."

Teresa_Cyrus So.... It's 10 May and, at least for me, not offline funcionality in Outlook.
Could this be fundamental atchtecture issue?

To track the Microsoft 365 roadmap, for example, I have set up an RSS feed. This is also helpful for other things (Tech Community Blog). Unfortunately, the setup does not (yet) work in the new Outlook and there is no information on the roadmap. The feed can be set up in classic Outlook and is then displayed in the new Outlook.
Actually, the feed should have shown me that feature 178030 was changed on 5/29/2024. But it didn't.
Nevertheless, it would be helpful if the RSS feed worked in the new Outlook.
I added the RSS feed in Teams, created a separate channel for each app that I follow, and tried downloading the roadmap into Planner. It was TERRIBLE requiring too much extra work.
